On 18 December 2006 the Council of Ministers adopted a new EU regulatory framework for Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH). REACH aims to improve the protection of human health and the environment while maintaining the competitiveness and enhancing the innovative capability of the EU chemicals industry. The formerly known European Chemicals Bureau (ECB) has had the responsibility of developing methodologies, tools and technical guidance needed for the practical implementation of REACH through a number of REACH Implementation Projects (RIPs). Most of these projects have been finalised and handed over the European Chemicals Agency (ECHA), which is formally responsible for making guidance available.

REACH is a new European Community Regulation on chemicals and their safe use (EC 1907/2006). It deals with the Registration, Evaluation, Authorisation and Restriction of Chemical substances. The new law entered into force on 1 June 2007.

REACH is the Regulation on Registration, Evaluation, Authorisation and Restriction of Chemicals. It entered into force on 1st June 2007. It streamlines and improves the former legislative framework on chemicals of the European Union (EU).
The main aims of REACH are to ensure a high level of protection of human health and the environment from the risks that can be posed by chemicals, the promotion of alternative test methods, the free circulation of substances on the internal market and enhancing competitiveness and innovation.
REACH makes industry responsible for assessing and managing the risks posed by chemicals and providing appropriate safety information to their users. In parallel, the European Union can take additional measures on highly dangerous substances, where there is a need for complementing action at EU level.
